National Energy Administration: Five Measures To Solve The Problem Of Consuming Clean Energy

Liang Zhipeng, deputy director of the Department of New Energy and Renewable Energy of the National Energy Administration recently said that it will solve the problem of absorbing clean energy by means of reform and innovation. Liang Zhipeng said at a press conference held recently by the National Energy Administration that there are mainly five measures to solve the problem of absorbing clean energy.

First, the formulation of medium and long-term renewable energy development plan, the development of renewable energy power generation cost reduction road map, the implementation of renewable energy quota system to form a new mechanism to promote renewable energy production and consumption.

The second is to combine renewable energy development mid-term assessment and adjustment of the "13th Five-Year Plan", optimize the thinking, layout and construction timing of renewable energy development and strengthen the overall coordination of renewable energy development and energy, power and other planning.

The third is to optimize the dispatching operation of power system and formulate the implementing rules for ensuring clean power generation with priority. The overall monitoring of hydropower basin and the optimal operation of cascade and hydropower should be co-ordinated so as to give play to the flexibility of power system and the co-ordination of large power grids.

Fourth, to strengthen peak power management, accelerate the peak power supply construction, promote the flexibility of coal-fired power units to transform, strictly regulate the operation and management of self-owned power plants to enhance the peaking capacity of the power system.

Fifth, we will further promote market-oriented electricity reform, speed up the construction of ancillary service markets, and promote clean energy consumption through market-oriented approaches.
