Mar 10, 2018

The "Economic Information Daily" learned from the Ministry of Industry and Information Technology a few days ago that the Ministry of Industry and Information Technology will carry out special industrial energy-saving monitoring activities in accordance with work arrangements during the year, focusing on the monitoring of high-energy-consuming industries such as petrochemicals, chemicals, and paper, and will cover more than 5,500 companies in various industries. The industry generally believes that on the one hand, special monitoring activities can effectively promote the strategic landing of energy conservation, environmental protection and green development, accelerate China's industrial transformation and upgrading and high-quality development; on the other hand, it will also greatly foster the promotion of energy-saving and environmental protection industry development, and is expected to make the entire industry scale Rapidly reach 10 trillion level.

Surveillance covers over 5,500 companies

The "Economic Information Daily" learned a few days ago that in order to implement the "Energy Conservation Law" and the "Administrative Measures for Industrial Energy Conservation," the supervision and safeguard role of energy conservation supervision should be fully utilized, and industrial energy efficiency and green development levels should be continuously promoted to boost the high-quality development of the industrial economy. The Ministry of Industry and Information Technology has officially issued the “Key Work Plan for Industrial Energy Conservation Supervision in 2018” (hereinafter referred to as “the Plan”), and will carry out the industrial energy conservation supervision work in 2018. It is reported that according to the "plan", the Ministry of Industry and Information Technology will carry out in-depth special energy conservation supervision, promote the improvement of energy efficiency in key industries and key regions, highlight the key energy-using enterprises, energy-saving supervision of key energy-using equipment, and implement major industrial special energy-saving supervision. Including: special supervision of the implementation of illegal rectification in 2017; special energy monitoring of key high-energy-consuming industries, focusing on checking the implementation of the energy consumption quota standards for key energy-using enterprises in the petrochemical, chemical, and papermaking industries in 2017, and more than 2,000 ethylene , Synthetic ammonia, calcium carbide, caustic soda, urea and other petrochemical chemical companies, more than 500 independent coking enterprises, more than 3,000 paper-making enterprises to achieve full coverage of energy-saving industry supervision; step-by-step electricity prices to implement special monitoring; key energy products and equipment to improve energy efficiency monitoring.

In addition, the Ministry of Industry and Information Technology will also conduct special supervision on the energy consumption of electrolytic aluminum enterprises. The company will focus on monitoring iron and steel, cement, and electrolytic aluminum companies that have detected excessive energy consumption in the special inspections in 2017, cement companies with a clinker production line below 2,000 tons per day, and the implementation of the rectification of illegal companies.

It is worth noting that the "plan" requires local industrial and information management departments and energy conservation supervision agencies to regulate the industrial energy conservation supervision work procedures and law enforcement behavior, strengthen law enforcement inspections, severely investigate and deal with all kinds of illegal and energy use behavior, and refuse to If the rectification or rectification is not in place, it shall be punished according to law.

At the same time, the Ministry of Industry and Information Technology will also carry out a special audit on the use of funds during the year. It will entrust third-party agencies to conduct special audits on the use of subsidy funds throughout the country, requiring all local government departments in charge of credit management and energy conservation supervision agencies to follow the Interim Measures for the Administration of Industrial Energy Conservation Supervision System Construction Projects. “Requirements” to sort out the use of pre-subsidy funds and submit a fund use report to the Ministry of Industry and Information Technology before the end of March, and carry out supplementary inspections on monitoring tasks that have not been implemented due to the company’s production suspension during previous years, etc. , The balance of subsidies was applied to the special monitoring work this year.

Will promote the development of industrial green transformation

At present, China attaches great importance to industrial green development and transformation and upgrading. According to the Ministry of Industry and Information Technology, with the introduction of various policies and measures in recent years, the industrial green transformation is accelerating. From 2012 to 2016, the industrial added value energy consumption and water consumption of units above designated size decreased by 29.5% and 26.6%, respectively, and the renewable resource recycling amounted to 1.07 billion tons. The scale-up industries accumulated energy savings of approximately 700 million tons of standard coal.

Since 2017, China has accelerated the implementation of green manufacturing projects, and has continued to increase energy conservation, water conservation, and resource conservation. In 2017, it used green manufacturing finance to support 225 key projects, and China Development Bank used green credit to support 454 projects. Key projects, for the first time, released 433 green manufacturing demonstration lists. In the same year, China also strengthened energy-saving supervision of key high-energy-consuming industries such as steel, electrolytic aluminum, cement, plate glass, synthetic ammonia, etc., actively promoted cleaner production, vigorously promoted the comprehensive utilization of industrial resources, and the continuous emergence of innovations in green manufacturing technologies, energy efficiency in key industries. , water efficiency, and resource utilization efficiency continue to increase.

Driven by all kinds of work, China's green manufacturing industries such as energy-saving and environmental protection, new energy vehicles and new energy equipment have also developed rapidly. According to the Ministry of Industry and Information Technology, the scale of energy-saving and environmental protection industries reached 5.8 trillion yuan in 2017. Wind power and photovoltaic technology and equipment have developed rapidly. The cumulative installed capacity of power generation is about 270 million kilowatts, and the amount of new energy vehicles is over 1.7 million, and the scale of green and low-carbon industries is constantly increasing. grow.

Xin Guobin, vice minister of the Ministry of Industry and Information Technology, revealed that in 2018, he strived to realize the goal of achieving a year-on-year drop in industrial value added by 4% of the value added of industrial enterprises above designated size and a year-on-year decrease in the amount of water used per unit of industrial added value by 4.5%, ensuring the completion of all tasks and boosting the quality of industrial economy. development of.

Energy-saving and environmental protection industry is expected to reach 10 trillion yuan

Promoting green transformation and developing energy-saving and environmental protection industries have become consensus among all sectors. Most people in the industry stated that nurturing and strengthening energy-saving and environmental-protection industries will not only solve the problems of economic development and environmental protection, but also achieve an important breakthrough in green development. It will also grow into an important industry that is expected to exceed 10 trillion in size.

“At present, China’s environmental governance is unprecedented and there is a huge market demand, which provides a strong impetus for the development of energy-saving and environmental protection industries.” Yi Bin, Secretary-General of the China Environmental Protection Industry Association, said that in the future, the scale of energy-saving and environmental protection industries will expand rapidly, and the air and water pollution prevention and control The traditional market will continue to grow, and the market space for sub-sectors such as soil, solid waste, and energy saving and environmental protection is accelerating. The market brought about by the demand for governance in some emerging areas has not yet been fully developed.

In addition, according to statistics of 1681 environmental protection equipment enterprises above designated size that were included in the China Environmental Protection Machinery Industry Association’s statistics, in 2017, the main business income of industrial enterprises reached 368 billion yuan, a year-on-year increase of approximately 9.6%. Based on this, the total industry year of 2017 is estimated. The output value will reach 680 billion yuan.

With the constant increase of environmental taxes, emission permits, and other policies and regulations, the market space for energy-saving and environmental protection industries in China will continue to expand in the future. According to a number of research reports from industry associations, it is predicted that in 2018, the output value of China's energy-saving and environmental protection industries will exceed 7 trillion yuan. By 2025, the market size of China's energy-saving and environmental protection industries will be expected to exceed the trillion-dollar mark.
